You can easily restrict submissions to one per user in BlockSurvey.
By default, when you create a survey or form, a user can submit multiple responses. To restrict the response submission to one follow these steps:
Navigate to Settings -> Response Management.
Disable the Allow multiple submissions per user toggle.
Publish and Share the URL now users can make only one submission.
